Process Improvement on Procurement Operation

          The purposes of this study were: 1) to improve the procurement processes of the Dean’s Office, Faculty of Science and Technology, Suan Sunandha Rajabhat University by process redesign; 2) to assess the potential of the redesign procurement process; and 3) to make procurement process handbooks. In this study, the researcher tasked Jutha Thienchai, Veerapoj Leuprasitsakul and Rainmakers to construct the improvement process redesign steps, including 4 steps which were implemented in the actual procurement processes. There were three groups of key Informants, such as 26 lecturers from every department in Faculty of Science and Technology.

             The research tools were divided into 2 types, namely: 1) quality tools, including brainstorming, Quality Work Procedures, Key Quality Indicators Deployment Matrix,Quality Working Form, KQI, and Consensus; 2) data collection tools consisted of the service needs questionnaire.

              The research results indicated that after studying, reviewing, and analyzing, the original procurement processes comprised 9 steps. The new processes were then designed with 4 steps: 1) receive the procurement requests; 2) proceed with the procurements; 3) Conduct inspections; and 4) Disbursement. The handbooks were established in the form of work regulations and approved the processes feasibility by experts. The assessment results of the redesigned processes showed that the outcomes serve the objectives and 8 key quality indices, such as the period of procurement request by 5 days, the percentage of producing the procurement report,
the percentage of making the disbursement documents, and the percentage of the success procurement report process were all 100 percent.
