
The purpose of this research, antecedents affecting the strategic development plan for border trade between Thailand and the People's Democratic Republic (PDR) of Laos to ASEAN, were to study the level of importance of the antecedents of government promotion policy, the relationship of antecedents of government promotion policy, and strategic border trade plan of Thailand and PDR Laos at the Chiang-Krong Border Control Checkpoint. There was a total sample of 240 entrepreneurs, who answered questionnaires, and 6 directors interviewed from Ministry of Commerce. The questionnaire covered all variables. This research utilized bi-relation analysis, regression analysis, and path analysis. Findings revealed: (1) government promotion policy was the most successful factor to the effectiveness of the strategic development plan and relationship of trading partners, but production cost factors were less important respectively; and (2) the effectiveness of the strategic plan for border trade between Thailand and PDR Laos to ASEAN depended on a relationship of trading partners, and government promotion policy. However, the production cost factor had no cause relationship with the strategic plan, but had a relationship with trading partners and government promotion policy. Recommendations from this research involved a strategic development plan that needs to focus on the relationship of trading partners and government promotion policy, especially knowledge enhancement for entrepreneurs in terms of product quality which was a competitive advantage. Moreover, the Thai government needs to survey the market for PDR Laos consumer demands, as well as border consumer demand.
