Legal Problems on the Protection of the Homeless under the Vagrant Protection Act B.E. 2557 (2014)
In this thesis, the
basic rights and governmental measures
for helping and protecting the homeless.
By means of the juristic method, the
Vagrant Protection Act B.E. 2557 (2014),
was studied and analyzed with
documentary research and descriptive
analysis. It was found that the
homeless, vagrants and beggars in the
city had been facing difficulty earning
a living and could not access government
aid in urban area were the main cause of
migration of these people, hoping for a
better lives, to the city. Further, by
roaming about, they were unwillingly
forced with the application of criminal
sanction by the government and/or the
local authority in sitting compulsive
condition for them to receive support
assistance in vagrant protection housing
for career training that did not fit the
individual. So, the homeless or vagrants
whom were in such conditions would not
violate the laws and orders and would be
protected, the researcher suggested that
the Vagrant Protection Act 2557 (2014)
should be lifted or at least improved.
In the case of
foreign vagrants, they
should be deported.
