The research objectives were to studies the problems, needs, development of the model, and evaluate the model of creating citizenship consciousness for the youth in 5 border areas districts in Tak province. The study was mixed method research with 3 steps: 1) questionnaire of the problems and needs for creating citizenship consciousness from 400 educational personnel; 2) interview from five experts for the model creation; and 3) evaluation of the model from eight experts. Analyzed data was both quantitative and qualitative. Findings were as follows: 1) the problems of citizenship consciousness of youth were moderate; the most problematic areas are self-, other people-, and social-responsibility, followed by respect for the rights of liberty and the rule of fair society, and respect for human dignity, the lowest was the understanding of democracy and participation. 2) The needs from the educational personnel to create citizenship consciousness were: (1) respect for human dignity; (2) respect for the rights of liberty and the rule of fair society; (3) the self-, other people-, and social-responsibility; and (4) understanding of democracy and participation. The next result was: 3) the citizenship consciousness model consisting of four components, and five steps; and 4) the evaluation model showed that the components of the model were very well qualified with propriety and utility standards, and well qualified with feasibility standards. The steps of the model were very well qualified with propriety, feasibility and utility standards.
